Appeal Against Refusal of Planning Permission for Residential Caravan Site at Pasturefields

An appeal hearing against the refusal of planning permission for change of use of land at Pasturefields is to be heard on Tuesday 28th April. The hearing will be in the Stafford Borough Council Civic Centre (Craddock Room) starting at 10.00am.
The appeal relates to Planning Application 24/39049/FUL which proposes “Change of use of land to use as a residential caravan site for 3 gypsy families each with one mobile home, one touring caravan and one day room and stable block and car parking.”
The application was refused for a second time in August 2025 after being refused previously in November 2023. The reasons for refusal were
The proposed development due to its scale, layout, extent of hard surfacing and close boarded fencing would be visually intrusive and at odds with the open rural character of the area. The resulting visual encroachment would cause detriment to the setting of the Trent and Mersey Canal Conservation Area, which is characterised by a predominantly open rural landscape. The Canal & River Trust also objected, as did Hixon Parish Council and other agencies.
Members of the public may attend and be invited to speak at the Inspector’s discretion.
PARKING: There is parking spaces under the Civic Centre. Entrance to the building from the River Sow side of the building opposite the cinema and bowling alley.
